The present invention relates to a skin whitening cosmetic composition including reduced glutathione monoethyl ester (GSH-MEE). More specifically, the present invention relates to a skin whitening cosmetic composition containing GSH-MEE and to a composition for preventing or treating skin pigmentation diseases. The skin whitening cosmetic composition shows an excellent whitening effect by controlling the activity of tyrosinase which is an enzyme playing an important role in producing melanin in melanocyte and by controlling and inducing eumelanin production pathway to be converted into a pheomelanin production pathway. The skin whitening cosmetic composition of the present invention has high cell membrane permeability, is not toxic, is safe, effectively controls a tyrosinase enzyme activity, and includes GSH-MEE for inducing the conversion of a production pathway of pheomelanin rather than a production pathway of eumelanin.
