A system and method for providing floating decoys is described. The systemincludes amechanism for moving tethered decoys in a motion that mimics the naturalmovement of floatingwaterfowl. The mechanism includes a motor that moves one end of the tether ina circular, orapproximately circular motion along the surface of the water. The decoys thenmove back andforth on the surface of the water.
