PROBLEM TO BE SOLVED: To provide a moisture infiltration state measurement device or the like capable of measuring an infiltration state of moisture into soil.SOLUTION: A moisture infiltration state measurement device 1 has a water content sensor 110, a drain sensor 120, a watering time acquisition section 131, a drain time acquisition section 132, and an infiltration time acquisition section 133. The watering time acquisition section 131 acquires time when watering to soil started on the basis of an output value output from the water content sensor 110. The drain time acquisition section 132 acquires time when moisture by watering is discharged from drain holes on the basis of the output value output by the drain sensor 120.
