PROBLEM TO BE SOLVED: To extract a blood vessel area from a fundus image, and analyze information on the blood vessel such as a structure of vessel branch or intersection, and a vessel diameter or the like.

SOLUTION: A monochrome image creating means 10 creates a monochrome fundus image S20 from a color digital fundus image S10. A blood vessel area extracting means 20 creates a binarized angiogram S30 extracting only the blood vessel area from the monochrome fundus image S20, a blood vessel structure extracting means 30 creates a thinned angiogram S40 by thinning the binarized angiogram S30, and a blood vessel diameter measuring means 40 creates a thinned angiogram S50 with a blood vessel diameter by using the binarized angiogram S30 and the thinned angiogram S40 to calculate the blood vessel diameter. A blood vessel intersection part extracting means 50 extracts the blood vessel intersection part, branch part, and endpoint from the thinned angiogram S40 or thinned angiogram S50 with the blood vessel diameter.
