The present invention relates to a stepped iris blocking film with a heparin modified surface which is inserted through a cut window of a cornea to be arranged between an outer side of an iris and the cornea to prevent prolapse of the iris through the cut window of the cornea. The stepped iris blocking film with a heparin modified surface comprises: an iris blocking film formed in an arc shape where a sector with a radius of r in a radial direction is cut from a sector with a radius of R to have flexibility； and heparin coated on a surface of the iris blocking film. The iris blocking film is formed in a variable section whose sectional thickness increases along an inner side from an outer side in the radial direction to allow the sectional thickness of an area positioned on an outer side of the iris to become larger than an area adjacent to an inner side of a cornea. At least one removal hole is arranged on the inner circumferential surface of the iris blocking film. According to the present invention, heparin, an anticoagulant, is coated on the surface of the iris blocking film to reduce deposition of inflammatory cells and damage to endothelial cells of the cornea during an operation within the anterior chamber to minimize the surrounding tissue reaction. Also, a height difference is formed on the section of the iris blocking film to reduce the overall volume of the iris blocking film and improve an effect of pressing the iris to prevent its prolapse.
