The device (1) has power sources formed as electric motors (13, 15), which are energized by a generator. A hydraulic pump (16) and an electro mechanic stirring element are operated by the power sources, and fluid lines lead to applicator nozzles, where the stirring element is formed as a propeller or stirring paddle (14). A fluid storage tank (20) is filled with fresh water via a filling line (11), which is connected with the pump. An input side (12) of the filling line is attached to an electrically operated immersion pump (13), which is regulated by an arithmetic unit.
