Provided is a film, patch or adhesive solid formulation comprising: an anti-inflammatory amount of herbal extracts of Sambucus nigra and Centella asiatica, wherein Sambucus nigra is more than 50% to 90% by weight of the plant extract solids in the film, patch or adhesive solid formulation and Centella asiatica is 1% to less than 50% by weight of the plant extract solids in the film, patch or adhesive solid formulation； and a surfactant that is 1-alkylpyridinium salt, where alkyl is C8-36, the surfactant present in an amount of 0.01 to 2% of the film, patch or adhesive solid formulation by weight, for use in the treatment or amelioration of an indication of mucosal or adjacent tissue wherein said film, patch or adhesive solid formulation is for periodic application to mucosa at or adjacent to disease affected tissue.
