PROBLEM TO BE SOLVED: To provide a composite powder obtained by homogeneously coating, based on an environmentally friendly and simple low-cost method, the surface of a flaky substrate powder with zinc oxide particles whose morphology has been spherically controlled and a coated composite powder obtained by surface-coating this composite powder with a hydrophobic compound and to provide a cosmetic excellent in terms of use sensation and ultraviolet shieldability with which this coated composite powder is mixed.SOLUTION: The provided composite powder is obtained by coating, at 5-80 mass%, the surface of a flaky substrate powder with zinc oxide whose morphology has been spherically controlled.
