The disclosure relates to a method for producing powders for inhalation, comprising: a first mixing step of stirring a first active ingredient and a carrier in a presence of a milling medium, and mixing the first active ingredient and the carrier while crumbling the agglomerates of the first active ingredient to obtain a mixture of the carrier and the first active ingredient； and a second mixing step of adding fine powders to the mixture obtained in the first mixing step, and stirring and mixing the mixture and the fine powders in a presence of a milling medium. The active agents may be salmeterol xinafoate, and fluticasone propionate and the milling medium may be beads.
