A dual purpose needle assembly and related method are disclosed having a needle hub (102) and needle (104) sealed inside a packaging housing with a film cover or layer. The packaging housing has separately formed and subsequently joined cap (110) and base unit (140) with a living hinge optionally joining the two components. The needle assembly is usable without additional packaging and is usable as a hinged cap safety device upon removal of at least a section of the film cover.
