An objective of this invention is to provide an apparatus and a method for diagnosing skin state in a multifaceted and integrated manner.An skin diagnosing apparatus 1 according to an embodiment includes an optical unit 2 containing an optical system using OCT, an optical mechanism 4 for guiding light from the optical unit 2 to skin S and scanning the light, a load device 5 for applying a deformation energy to the skin S, a control arithmetic unit 6 controlling driving of the load device 5 and the optical mechanism 4 and processing optical interference signal outputted from the optical unit 2 according to the driving thereof, thereby calculating a tomographic distribution of a predetermined state value with respect to the skin S and calculating an evaluation value of the skin S based on the tomographic distribution, and a display device 74 displaying the evaluation value of the skin S.
