PROBLEM TO BE SOLVED: To provide a method and device for manufacturing dried fish meal, while maintaining the freshness of small fish.SOLUTION: A method for manufacturing dried fish meal while maintaining the freshness of small fish includes the steps of: transporting harvested small fish without delay, collecting the small fish under controlled temperature in a charging hopper 6 under controlled temperature in the same way transporting the small fish to a rotary valve 7 for quantitative control with a pipe conveyor 4, without damaging fish bodies feeding the small fish into a swirling hot air dryer 2 for rapid drying to a water content of 10% or less in about 30 minutes and pulverizing the dried small fish with a pulverizer such as a rotary mill 22.
