SOLUTION: A system for mitigating traumatic brain and other injuries caused by concussive or blast forces comprises a neck circling or half-circling collar 10. The system is formed of: (a) the neck circling or half-circling collar which is put on a user's neck, is opened at the time of the laryngeal prominence, has projections 20 facing inward and applying sufficient pressure to at least one jugular vein of the user to reduce the blood flow from the at least one jugular vein to the head, and has one of a pair of reversible fixing devices 16 and 18； and (b) a garment having the other of the pair of reversible fixing devices.
