PROBLEM TO BE SOLVED: To provide a seed sheet that is helpful for promoting the growth of seedlings where the seeds are fixed on the surface of rolled paper sheet so that the sun light can shine through open holes when the paper sheet covers soil, and buds grow upward above the sheet and roots extend downward. SOLUTION: Seeds 11 are allowed to adhere to a band of biodegradable sheet material at a certain interval and the sheet material bearing seed is laid on the ground. In this sheet, the seeds are allowed to adhere to the face on the ground side, the window holes for germination are opened near individual seeds and individual buds are specified so that they may grow toward the window holes, respectively. The objective seed sheet-making machine is equipped with the window hole puncher 30 for opening holes for germination on the intermittently fed sheet material, the paste applicator 30 for applying the paste in spots near the window holes, the quantitative seed feeder 40 for feeding seeds on individual paste spots wherein the motions of the hole punching, the paste spot application and the seed fixation to the paste spots by pressing may be done while the sheet intermittent feed motion is paused.
