The locking shaft body 70 is energized in a free state by an energization member 72 in the bottom of the bottomed hole 23a so as to engage the locking part 71 with the mooring irregularities 61, and on the other hand, energization is suppressed in a mounting state so as to remove the locking part 71 from the mooring irregularities 61.
