The present invention relates to a composition comprising a fermented Dioscorea rhizome powder obtained through two stages of fermentation process or an extract thereof as an active ingredient for anti-oxidation and preventing or treating hypertension. The fermented Dioscorea rhizome extract or powder of the present invention is obtained by first fermentation of Dioscorea rhizome using Monascus sp., second fermenration using lactic acid bacteria, and sterilization and drying processes.
