The present specification relates to a solubilizing agent for a transparent or translucent oil-in-water formulation, which is used for a transparent or translucent oil-in-water formulation including a fat-soluble bioactive material, and comprises a polysorbate 20-cinnamic acid conjugate in which polysorbate 20 and cinnamic acid are bound to each other, and to a cosmetic composition including the same.
