In order to vary the percentage of average monthly solar transparency (T%) of a fixed solar photovoltaic panel during the 12 months of the year in an interval whose amplitude (average high, medium to low, low) is of the order 40%, said solar panel is composed of a plate (2) whose first face (A) is structured by an array of parabolic lenses (L) whose vertices are truncated substantially at the focal plane of the parabolic curve and at the location of which focal plane is positioned a photovoltaic cell (13) whose active face is turned towards the second face (B). The radiation (10,11) of the sun (1) passes through said plate (2) from the second face (B) to the first face (A), which makes it possible to consider said parabolic lenses (L) as light concentrators on the photovoltaic cells (13) causing on the walls of said lenses (L) a total reflection by refractive index jump especially for the light rays (10) whose angles of incidence (hl) relative to the normal to the second face (B) are less than an angular limit value. The other light rays (11) whose incidence angles (h2) are greater than this limit value pass through (12) the walls of said lenses (L) which makes the solar panel semi transparent for these angles of incidence.
