The present invention relates to a seed line manufacturing device wherein, when seeds are seated on a packaging sheet, the packaging sheet maintains a shape such that the seeds are surrounded and thus protected, and a binding rope is bound thereto such that the seeds do not inadvertently escape during transportation or storage. The seed line manufacturing device comprises a packaging sheet (110) and a binding rope (120). Multiple seeds (1) are positioned on the packaging sheet (110) and spaced apart from each other by a predetermined interval. The packaging sheet (110) is folded to surround the seeds (1) such that same overlap each other and thus are prevented from inadvertently escaping. The binding rope (120) is configured to maintain a binding state so as to prevent the folded packaging sheet (110) from being inadvertently loosening during transportation or storage.
