A method for manufacturing a sheet-like member includes: a step of transporting a sheet (30mf) in which a plurality of elastic members (35a, 35a,...) are inserted between a first nonwoven fabric sheet (30mf1) and a second nonwoven fabric sheet (30mf2) and are fixed in a region (AH1) corresponding to a high-stretch region (AH), the first nonwoven fabric sheet (30mf1) being continuous in a direction of transport, the second nonwoven fabric sheet (30mf2) being continuous in the direction of transport and arranged overlapped with the first nonwoven fabric sheet (30mf1), the plurality of elastic members being stretched and continuous along the direction of transport； a step (S50) of forming a plurality of hole portions (h, h, ...) in the region (AH1) and engaging the nonwoven fabric sheets (30mf1 and 30mf2) with each other in edge portions (he) of the hole portions (h), the forming of the hole portions (h) being performed by pressing a press-in member (55p) in the thickness direction at positions between a pair of elastic members (35a and 35a) that are adjacent in the CD direction and that are in the region (AH1) corresponding to the high-stretch region (AH) in the sheet (30mf)； and a step (S80) of cutting the plurality of elastic members (35a, 35a,...) in a region (AL1) corresponding to the low-stretch region (AL), forming the high-stretch region (AH) and the low-stretch region (AL) in the sheet (30mf), the cutting being performed at a position that is downstream of a formation position (P51) at which formation of the hole portions (h) in the step (S50)is performed.
