The device includes: a plurality of hollow floating parts that include aligning grooves on predetermined locations in the lengthwise direction on the top of both side parts and are arranged as hulls made of a fiber reinforced plastic material in order to form a floating space therein and support frame parts that are made of the fiber reinforced plastic material, are arranged to connect the hollow floating parts with each other in the horizontal direction, and include insertion joining parts protruding downward to be inserted into the aligning grooves, and extension joining parts extended to connect upper parts of the insertion joining parts.
