PROBLEM TO BE SOLVED: To provide a concentration measuring device and a concentration measuring method capable of automatically determining an appropriate timing of starting measurement.SOLUTION: A concentration measuring device 1A includes: a probe 20 having a light source 21 for outputting a measurement light and a light detection unit 22 for generating a detection signal according to the intensity of an incident light, which is attached to the head; an operation unit 12 for calculating a numerical value related to hemoglobin concentration in the head that varies due to repeated pressing of the sternum based on the detection signal according to the intensity of the measurement light that has propagated inside the head; and an instruction unit 13 for giving an instruction to start calculation to the operation unit 12. The light detection unit 22 generates the detection signal continuously from before the start of calculation by the operation unit 12.
