A thermal resistance heater comprises: a heat conducting housing (1), configured to be in contact with tumor tissue and to conduct heat to the tumor tissue； a thermal resistor (3), located inside the heat conducting housing (1) and used to heat itself through a current； a heat dissipation component (2), located in the heat conducting housing (1) and used to disperse and uniformly conduct heat generated by the thermal resistor (3) to the heat conducting housing (1)； a heat conduction compensating arm (7), connected to the heat dissipation component (2) and used to enable the temperature at a specific position thereof to be the same as the temperature on the heat conducting housing (1) or the error value therebetween to be within a required range； and a temperature sensor (6), mounted at the specific position of the heat conduction compensating arm and used to reflect an average surface temperature value of the heat conducting housing (1) by acquiring temperatures at the specific position.
