A multi-hole region, in which at least three discharging holes (33) are present independently of one another in a radial direction of the discharging surface (31), is formed in an entire region or in a portion, in a circumferential direction, of the discharging surface (31). The foaming composition (21) contains: (A) a fatty acid or salt thereof； (B) a paste-form or solid oil (excluding the component (A))； (C) water； and (D) a propellant. The component (A) is contained in an amount from 1.1 to 15 mass%, in terms of fatty acid, in all components of the foaming composition excluding the component (D), and a neutralization rate of the fatty acid by a base is from 0.75 to 1 in terms of fatty acid. The component (B) is contained in an amount from 0.01 to 0.8 mass% in all components of the foaming composition excluding the component (D).
