1. A method of eliciting an immune response in at least one representative of a bird species, comprising administering to a representative of a bird species an effective amount of an immunomodulator composition to elicit an immune response in a representative of a bird species, wherein the immunomodulator composition comprises: a. cationic liposome delivery vehicle; and b. nucleic acid molecule. 2. The method according to claim 1, wherein the liposomal delivery vehicle contains lipids selected from the group consisting of lipids in the form of multilamellar vesicles and lipids obtained by extrusion. The method of claim 1, wherein the liposome delivery vehicle comprises lipid pairs selected from the group consisting of DOTMA and cholesterol; DOTAP and cholesterol; DOTIM and cholesterol, and DDAB and cholesterol. 4. The method according to claim 1, wherein the nucleic acid molecule is an isolated nucleic acid vector of bacterial origin without the insertion of a gene or a fragment thereof. The method according to claim 1, where the representative of the bird species is selected from the group consisting of chicken, turkey, goose, duck, pheasant, quail, dove and ostrich. The method according to claim 1, wherein the route of administration is selected from the group consisting of subcutaneous injection into the pen follicle by nebulization, oral, intraocular, intratracheal, nasal and in ovo. The method of claim 1, wherein the immunomodulator composition also comprises a biological agent. The method of claim 7, wherein the biological agent is selected from the group consisting of an immunogen, an immune stimulant, a vaccine, and combinations thereof. The method of claim 7, wherein the biological agent is a vaccine against a disease selected from the group consisting of Marek's disease, Newcastle disease, anemia of chickens, infectious bursitis, infectious bronchitis, herpes simplex virus1.
