Disclosed is a joint balance retaining insert having an actuating mechanism for balancing the joint during joint surgery. The joint balance retaining insert comprises a first plate, a second plate and an actuator therebetween. The second plate includes an integrated mounting portion for mounting an incision block used to guide the surgical incision of the joint during joint surgery.
