The present invention provides a biometric signal measuring device capable of sensing a biometric signal of a user by using change in capacitance, and a mat system using the same. To this end, the biometric signal measuring device according to the present invention comprises: a sensing part (100) composed of at least two potential integrated circuit sensors (110), and sensing the biometric signal of the user； and a measuring part (400) outputting the biometric signal as a digital value by using an analogue sensing signal transmitted from the sensing part (100).본 발명의 목적은, 정전용량의 변화를 이용하여 사용자의 생체신호를 감지할 수 있는, 생체신호 측정 장치 및 이를 이용한 매트 시스템을 제공하는 것이다. 이를 위해, 본 발명에 따른 생체신호 측정 장치는, 적어도 두 개의 전위 집적 회로 센서(110)로 구성되어 사용자의 생체신호를 감지하는 감지부(100)； 및 상기 감지부(100)로부터 전송된 아날로그 감지신호를 이용하여, 상기 생체신호를 디지털값으로 출력하는 측정부(400)를 포함한다.
