The present invention relates to a soil conditioner containing microorganisms which is prepared as a mixture of natural minerals and microorganisms. Most natural organic fertilizers typically make use of sawdust, medicinal herbal component, fish meal, or livestock manure, and natural organic mixtures thereof, and therefore the production of such natural organic fertilizers requires a long period and large equipment due to microorganism fermentation, whereas wastewater produced thereby may cause water pollution, and extended use of these fertilizers containing such organic matters in excessive amounts may cause damage to the crops. In the above context, the present invention provides a soil conditioner production method and a soil conditioner produced thereby, wherein the production method comprises the steps: producing a mixture containing 20 wt% of kaolin, 40 wt% of humic acid, 20-27 wt% of defatted rice bran, 3-8 wt% of zeolite, 7-12 wt% of germanium, and 3-8 wt% of fish meal and naturally thawing and adding a frozen microbial agent, Rhodobacter azotoformans to the mixture in 0.05-0.9 parts by weight with respect to 100 parts by weight of the mixture and finely pulverizing the mixture to form a powder or pellets.
