The present invention relates to a dispersionformulation of a cosmetic composition comprising: awater-phase part as an external phase； and an oil-phasepart formed of spherical particles dispersed in thewater-phase part, the spherical particles comprising analcohol having 22 or less carbon atoms and a sucrose-basedsurfactant, wherein the cosmetic composition hasexcellent formulation stability by comprising thespherical particles, and causes no irritation whenapplied to the skin.
