The present invention relates to a powder modifier containing Nε-octanoyl-L-lysine, a composite powder modified with the powder modifier, and a makeup cosmetic containing the composite powder. According to the present invention, the powder for cosmetics has properties suitable as powders for makeup cosmetics, that is, excellent dispersibility and caking properties when compounded in makeup cosmetics, and excellent when applied to the skin. It is possible to provide a powder modifier capable of imparting a good feel (for example, slipperiness, moistness, etc.), water repellency, adhesion, and transparency, and further, a composite capable of exerting the above properties in a well-balanced manner.
