PROBLEM TO BE SOLVED: To provide a film holding device in which a film roll can be mounted while being placed in a packaging box at the time of mounting the film roll, and can be mounted even when a film cylinder is deformed.SOLUTION: A film holding device 6 for delivering and winding a film around a roll bale while rotating a film roll 8 having a hollow film cylinder 81 comprises: an insertion rod 61 which is shorter than the film roll 8 and inserted into the film cylinder 81; a tilting part 64 for tilting the insertion 61 at a tilt angle of 70 degrees to 80 degrees from a vertical direction; a lower end support part 65 for supporting the lower end of the film roll 8 inserted into the insertion rod 61; and an upper support part 66 for supporting an upper end portion of the film roll 8 supported by the lower end support part 65. A gap between the insertion rod 61 and the film cylinder 81 can be maintained without providing an inside guide ring or the like in the insertion rod 61.
