The present invention relates to an environmentally-friendly foam-type buoy and a manufacturing method thereof. The environmentally-friendly foam-type buoy comprises: a buoyancy part which is made of an expanded polystyrene (EPS) material and a main body part which is made of an expanded polypropylene (EPP) material and is formed on the circumference of the buoyancy part in a state that a waste polyethylene terephthalate (PET) bottle is inserted into an insertion hole of the buoyancy part to surround the buoyancy part.
