PROBLEM TO BE SOLVED: To provide a novel production method of an oil-in-water emulsion formulation of BCG-CWS that is excellent in storage stability.SOLUTION: In the present invention, a mannitol porous base containing BCG-CWS is produced in order to avoid the freeze-drying step of an emulsion formulation. Thereby, the preparation before use of an oil-in-water emulsion formulation becomes easy.
