PROBLEM TO BE SOLVED: To provide an oily cosmetic agent wherein a fluoroalkyl group-containing organopolysiloxane with high water- and oil-repellency is stably compounded, which shows good affinity and adhesion to the skin, is not sticky, is excellent in adaptability to the skin (i.e. does not remain oily for a long time) and is excellent in durability such as water resistance, sebum resistance, transfer resistance (i.e. a cosmetic membrane does not transfer to other materials).
SOLUTION: The oily cosmetic agent contains a specific silicone polymer, the fluoroalkyl group-containing organopolysiloxane and a specific non-volatile oil solution.
