The invention relates to a cosmetic composition for skin care and/or making up the skin, in the form of an emulsion of the water-in-silicone type, having a density lower than 1.1 and including: a continuous silicone fatty phase including at least one silicone oil and at least one silicone surfactant having an HLB no higher than 10； an aqueous phase dispersed in said continuous fatty phase； a dispersion of gas droplets having an average diameter of 10 nm to 1 μm； a stabilising system for stabilising the dispersion of gas droplets including at least one surfactant having an HLB no lower than 16.
