PROBLEM TO BE SOLVED: To provide new alkaline electronic energy which relates to making process of concrete by mixing cement, filler (sand), and water, here, cosmic ray electromagnetic waves (ultraviolet, x ray, γ ray or the like) fluttering in the open air space get into water in the air and become rain which has an alkalinity of pH 5.0 to 5.5, besides, the rain becomes tap water which has a weak acidity of pH 6.0 to 6.8: those are general kinds of water on the ground.SOLUTION: By mixing cement and filler (sand), electrons appear. The electrons are identical with electrons which are generated in such a way that, in a waterfall, water falling down from a river hits a clayey wall so that electrons are given out from the clayey wall. When adding water and mixing them, the electrons do not diffuse and get into the water to stay there. Thereby, the action which gives the electrons to the cement and the filler (sand) intensifies so that the cement and filler (sand), which are oxides, turns into alkalinities and becomes nearly pH 9.
