PROBLEM TO BE SOLVED: To maintain facilities and protect a patient in accordance with an earthquake level when an emergency earthquake quick report is received.SOLUTION: An emergency earthquake quick report receiving part 22a receives an emergency earthquake quick report transmitted from a computer device of the Meteorological Agency to supply the report to a device degeneracy control part 22b. The device degeneracy control part 22b detects an earthquake level from the emergency earthquake quick report supplied from the emergency earthquake quick report receiving part 22a. The device degeneracy control part 22b refers to a device degeneracy table stored in the emergency earthquake quick report memory part 22c to read out set information of device degeneracy corresponding to a detected earthquake level.
