PROBLEM TO BE SOLVED: To provide a hair treating agent which suppresses hair damage and hand roughness of a hairdresser, and besides which is excellent in wave forming power.SOLUTION: A hair treating agent is constituted of a first permanent wave agent which at least contains a reducing agent and a second permanent wave agent which at least contains an oxidizing agent, wherein the reducing agent is a reducing agent which brings about a conformational change of an -SS- bond existing in hair. Moreover, in a desirable embodiment of the hair treating agent, the reducing agent is thioglycerol.
