The present invention provides a high internal phase water-in-oil-type cosmetic composition showing a color by including pearl particles or aqueous pigments in an internal phase. According to the present invention, to make the pearl particles or aqueous pigments stably exist in an aqueous phase which is the internal phase, a specific kind of an emulsifier for forming large emulsification particles is used. Also, a specific kind of a dispersing agent and a specific kind of a preservative are used to supplement emulsifying force for forming emulsion, to prevent the separation of a formulation, and to improve fluidity. Furthermore, to improve a surface filling degree of the composition of the present invention, silicone oil and ester oil are included and combined at a suitable weight ratio in an oil phase component which is an external phase.
