PROBLEM TO BE SOLVED: To provide precise evaluation and discrimination means of usability of a skin external preparation, especially usability for inflammation of the skin.SOLUTION: An evaluation method of a skin external preparation is provided in which: the skin external preparation is an emulsion type one including clobetasone and/or ester thereof and an aqueous phase at the outermost phase a widening area of the skin external preparation of which viscosity is 1000-3000 mPa s at 25°C is measured as a widening diameter at at least two temperatures by use of a spreadmeter to acquire dispersion of measurement values by temperature change and usability of the skin external preparation is discriminated to be excellent when the dispersion value is 1-4.
