Provided is low-substituted hydroxypropyl cellulose (L-HPC) having proper combinability and capping prevention performance. More specifically, according to L-HPC and a solid preparation including L-HPC, a volume rate of long filamentous particles is 20-40%, a volume rate of short filamentous particles is 26-60%, the volume rate of the short filamentous particles is greater than the volume rate of the long filamentous particles, and also, a hydroxy-propoxy content is 5-16 mass%.
