An artificial device for a heart valve includes a valve portion having artificial cusps capable of reproducing the function of the valve bulges of a selectively expandable natural heart valve from a collapsed configuration for implantation to an actuated and expanded configuration. The artificial device also includes a restraining portion surrounding the valve portion to inhibit its expansion in the actuated inflated configuration. The artificial device also includes a connection portion that stably connects the valve portion to the restraining portion by the connecting elements.
