The present invention relates to a method of producing scratched germinated grains having a function of lowering blood sugar levels. In particular, the scratched germinated grains are prepared through: (a) a sorting step for sorting grains which are within two weeks of polishing and removing various foreign materials therefrom； (b) a scratch forming step for mechanically forming scratches on the outer skin of the sorted brown rice； (c) a washing step for washing the scratched brown rice； (d) a functional germination water preparation step for preparing herbal medicinal materials though a hot-water extraction； (e) a water immersion and dehydration step for immersing the scratched brown rice in the prepared functional germination water for 10-13 hours while maintaining the temperature at 22-25°C and dehydrating the scratched brown rice for 2-4 hours at room temperature； (f) a germination step for heating a temperature of the functional germination water to 30-35°C, immersing the scratched brown rice therein for 8-10 hours, and when sprouts of 0.8-4.0 mm are germinated, running the germination process to completion； (g) a maceration and washing step for immersing the germinated scratched brown rice in cold water at 5-10°C for 2-4 hours and washing the same； and (h) a drying step for stopping the germination of the washed germinated scratched brown rice in a drying room at 50-55°C and drying the same to a water content of 10-13%. By promoting, through the scratches formed on the brown rice, a rapid absorption of the functional germination water prepared through extraction and concentration of herbal medicinal materials which are Scutellaria baikalensis Georgi, Sophora flavescens Aiton, Morus alba L., Pueraria lobata Ohwi, Astragalus membranaceus, Persicaria Hydropiper L., Trichosanthes kirilowii Mexim, Punica granatum L., the germinating brown rice is given a function of lowering blood sugar levels, and thus when ingested, can realize a heightened effect of lowering blo
