The present invention relates to an ethanol-free liquid oral care composition comprising cetylpyridinium chloride that does not have an unacceptable bitter taste, eg, substantially free of ethanol, such as (i) an antimicrobially effective amount of cetylpyridinium chloride (CPC). (Ii) one or more flavor oils that are substantially insoluble in water at room temperature； and (iii) a ratio of CPC to one or more flavor oils comprising water of 1: 1.5 to 1: 2.5.
