PROBLEM TO BE SOLVED: To provide a heat exchange device that can improve cooling performance of fluid to be cooled.SOLUTION: A heat exchange device 40 comprises: a Peltier element 52 including a heat absorbing surface 520 that absorbs heat on the basis of energization, and a heat radiating surface 521 that emits heat； a heat radiating part 53 that dissipates heat emitted from the heat radiating surface 521 into air； and a radiational cooling part 51 that cools air by using heat absorbing action of the heat absorbing surface 520.
