A medical device including an element defining a central lumen (18) and a secondary lumen (30). The device includes a prefilled balloon (26) having an interior surface operatively communicates with the secondary lumen (30). The device includes a securement balloon (28) having an interior surface communicating with the secondary lumen (30). The securement balloon (28), secondary lumen (30), and prefilled balloon (26) define a closed fluid system. The securement balloon (28) is stronger than the prefilled balloon (26) so fluid in the closed fluid system inflates the prefilled balloon (26) before inflating the securement balloon (28). The device includes a transfer sleeve (40) movable from a first position spaced from the prefilled balloon (26) to a second position positioned around the prefilled balloon (26) to urge fluid from the prefilled balloon into the securement balloon (28). When the transfer sleeve (40) is in the first position, the securement balloon (28) is substantially collapsed. When the transfer sleeve (40) is in the second position, the securement balloon (28) is inflated.
