This invention provides a substrate for forming an artificial valve that is a substrate that allows connective tissue to easily enter a leaflet forming space and can thereby shorten the time required to form a leaflet, and also provides an artificial valve. Specifically, a columnar substrate main body 6 is provided. A plurality of recesses 7 are formed on the outer peripheral surface of the substrate main body 6. A cover substrate 9 is mounted on the substrate main body 6. The recesses 7 are covered with the cover substrate 9 to define leaflet forming spaces 8. An entry opening 10 for connective tissue 2 is defined between an edge of the cover substrate 9 and an outer edge of the recesses 7. Slits 11 are formed in the cover substrate 9 to allow communication between the leaflet forming spaces 8 and the outside of the substrate. Each slit 11 is formed parallel to the substrate central axis 15 and has a length that extends to the edge of the cover substrate 9. The substrate 1 for forming an artificial valve is placed in an environment in which a biological tissue material is present. The connective tissue 2 is formed on the substrate surface. The cover substrate 9 is drawn off from the substrate main body 6 in the direction of the center axis of the substrate. The connective tissue 2 that is taken off from the substrate is used as an artificial valve 5.
