PROBLEM TO BE SOLVED: To enable a dialysis fluid of a low oxidation-reduction potential to be manufactured.SOLUTION: A hydrogen gas is dissolved in a dialysis fluid or a solution of a dialysis fluid original agent, and a reduction dialysis fluid or a reduction dialysis fluid stock solution of which the oxidation-reduction potential is made lower is prepared by an apparatus. A dialysis fluid/stock solution hydrogen-reduction apparatus 1 includes a deaerating unit, a second film module 40, and a pressurizing tank 70. In this case, the deaerating unit is a unit which deaerates the gas in a dialysis fluid or a solution of a dialysis fluid original agent, and includes at least a first film module 30. The second film module 40 is connected with the side for transporting the dialysis fluid or the solution of the dialysis fluid original agent from the deaerating unit, and can mix the hydrogen gas which is present across a film with the dialysis fluid or the solution of the dialysis fluid original agent through pores 102 which are formed in the film.
