PROBLEM TO BE SOLVED: To provide: a powder treating agent that gives a powder with small cohesive property and excellent dispersibility and temporal stability a treated powder that is treated by the powder treating agent and a powder dispersion in oil in which the treated powder is dispersed to an oil agent.SOLUTION: The powder treating agent includes a glycerol group-containing organopolysiloxane in which a glycerol group-containing substituent shown by general formula (1) bonds to at least one of silicon atoms of an organopolysiloxane segment that composes a main chain. In the general formula (1), X and Y each independently a 1-10C divalent hydrocarbon group m denotes an integer of 0-4 and Z denotes an organic group shown by general formula (2).
