The present invention relates to a heat radiating device for inducing blood circulation in order to alleviate pain generated by stiffening of cartilages, muscles, and joints of shoulders such as spasticity (frozen shoulder), capsulitis, calcific tendinitis, and rotator cuff degeneration or inflammation, and improve a therapeutic effect. The device of the present invention comprises: two fiber pads which are closely attached on the front and rear sides of shoulder blades by structural elastic force of a synthetic resin or a metal wire； and a heat insulation and heat generation fiber pad, as a cover, which is formed on acromions where arms and shoulders are connected and pain generates frequently. A thermal fomentation fiber band uses structural elastic force of a wire in which three fiber pads are combined in one body wherein the fiber pads relax muscles, cartilages, and joints of shoulders by heat thereof or electric heat, induce blood circulation by alleviating cold extravasated blood and inflammation, and prevent, alleviate, and ease pain. A thermal fomentation fiber band uses adherence of a wire formed by integrating the three fiber pads wherein tourmaline, graphene, pozzolan, ferrite, and aluminum powder are mixed and embedded in the three soft fiber pads, and the mixture reacts with heat of a human body or electric heat to radiate far infrared rays, anions, micro currents, and magnetic rays, thereby inducing the relaxation of the joints, muscles, and cartilages of stiffened shoulders and alleviating pain based on blood circulation.
